ECB Governing Council member Simkus said that the probability of a rate cut in October is quite small, but there are many compelling reasons to support the ECB's rate cut in September; there is a very clear trend towards a fall in inflation; economic growth is showing structural weakness; and economic risks are skewed to the downside.
