US, EU, and UK agree on first global AI treaty
The United States, the European Union, and the United Kingdom have signed the world’s first legally binding international treaty on artificial intelligence (AI), aimed at prioritising human rights and accountability.
The Framework Convention on AI, signed by Council of Europe ministers of justice on September 5, sets a new standard for regulating AI models in both public and private sectors.
The treaty holds signatories accountable for any harm or discrimination caused by AI systems.
It mandates that AI outputs must respect citizens' rights to equality and privacy, offering legal recourse for victims of violations.
However, while the treaty outlines monitoring mechanisms, it does not currently specify punitive measures like fines for breaches.
Peter Kyle, the UK's Minister for Science, Innovation, and Technology, described the signing as a significant first step for global AI governance.
"The fact that we hope such a diverse group of nations is going to sign up to this treaty shows that actually, we are rising as a global community to the challenges posed by AI," Kyle stated.
The treaty's initial draft involved over 50 countries, including Canada, Israel, Japan, and Australia.
This treaty represents a collective move toward unified global AI rules, while individual countries continue to develop localised AI regulations.
The European Union, for example, implemented the EU AI Act on August 1, introducing phased regulations for developing and deploying high-level AI models.
This regulation has sparked debate among developers, with some claiming it hinders innovation.
In the US, while no nationwide AI framework has been established, the Biden administration has set up committees and task forces focused on AI safety.
Meanwhile, California has been advancing AI regulations, including bills targeting unauthorised AI-generated digital replicas and requiring safety testing for advanced AI models.
This first international AI treaty marks a significant step toward global coordination on AI safety, ethical standards, and accountability, balancing innovation with protections for fundamental human rights.
