Due to a "software failure", some ballots in Pennsylvania were counted manually
on November 5th local time, Pennsylvania Secretary of State Al Schmidt stated that due to "software malfunctions," earlier that day, Cumberland County was manually counting votes that could not be scanned in the polling district, which may "take some time."
